- Подскажите, пожалуйста, как Вы оцениваете новые положения Резолюции № 23-NQ/TW о работе с вьетнамцами, проживающими за рубежом?

Я считаю, что Резолюция № 23-NQ/TW Политбюро содержит много новых положений и отражает важный шаг в развитии подходов к работе с вьетнамцами, проживающими за рубежом.

Прежде всего, Резолюция предусматривает переход от подхода, основанного на «мобилизации, объединении и заботе», к подходу, ориентированному на «сопровождение, создание институциональных механизмов и мобилизацию ресурсов» вьетнамской диаспоры. Это создает условия для более активного и широкого участия вьетнамцев за рубежом в процессе международной интеграции, а также в строительстве и развитии страны.

Одновременно в Резолюции подчеркивается, что работа с вьетнамцами, проживающими за рубежом, является ответственностью всей политической системы, а также вьетнамского народа как внутри страны, так и за ее пределами. Эта работа должна осуществляться на постоянной и комплексной основе, но с учетом приоритетов и особенностей каждой конкретной общины.

Особенно важным для меня является то, что в Резолюции большое внимание уделяется привлечению, объединению и эффективному использованию интеллектуального потенциала вьетнамской диаспоры. В документе также ставится задача создания соответствующих механизмов стимулирования и благоприятных условий труда, чтобы представители этой категории могли более эффективно вносить свой вклад в развитие страны.

Отдельное внимание уделяется молодому поколению. Речь идет о том, чтобы помочь представителям второго и третьего поколений сохранять вьетнамский язык, культуру и национальную идентичность, одновременно глубже интегрироваться в общество страны проживания и в полной мере реализовывать свои способности.

– Как, на Ваш взгляд, следует конкретизировать реализацию Резолюции в Чешской Республике?

Первоочередной задачей является скорейшая разработка комплексной стратегии с долгосрочным видением, конкретными целями и решениями для эффективного использования потенциала общины, особенно молодого поколения. Это масштабная задача, требующая скоординированного участия всей политической системы, стабильных ресурсов и активного участия самой вьетнамской общины.

В Чешской Республике есть много благоприятных условий для реализации Резолюции. Вьетнамская община насчитывает более 100 тысяч человек и считается примером успешной интеграции. Около 40% ее представителей уже имеют чешское гражданство, еще около 27% обладают разрешением на постоянное проживание.

В общине формируется все более влиятельная группа предпринимателей, профессоров, врачей и специалистов, которые занимают заметные позиции в чешском обществе.

– Что будет делать Посольство, чтобы воплотить положения Резолюции в практическую жизнь?

Посольство продолжит взаимодействовать с соответствующими органами во Вьетнаме, общественными организациями и представителями общины, чтобы эффективно использовать имеющиеся ресурсы, особенно интеллектуальный потенциал, потенциал предпринимателей и молодежи. Основное внимание будет уделено укреплению связей и созданию условий для участия вьетнамцев, проживающих в Чехии, в совместных мероприятиях и проектах, внесения вклада в развитие страны и дальнейшее укрепление отношений между Вьетнамом и Чешской Республикой.

Особенно важно продолжать активную работу по сохранению вьетнамского языка и культурной самобытности. В настоящее время вьетнамский язык преподается уже в трех крупных университетах Чехии, а также в ряде общеобразовательных школ. Это важная основа, позволяющая молодому поколению успешно интегрироваться в общество страны проживания и одновременно сохранять связь с родиной.

Я убежден, что при активном участии всей политической системы и эффективном использовании потенциала общины Резолюция № 23-NQ/TW придаст новый импульс развитию вьетнамской общины в Чешской Республике, позволит ей стать еще более сильной и устойчивой, а также вносить практический вклад в развитие Вьетнама и укрепление вьетнамско-чешских отношений.

瑞士—越南友好协会（Association Suisse-Vietnam - ASV）于1982年11月27日正式成立，其基础是20世纪60至70年代的声援越南运动。当时，许多瑞士公民参加了反对战争的示威游行，动员舆论支持越南人民的独立和自决权，并谴责在战争中使用化学毒剂。战后，这种团结活动通过支持重建、开展人道主义工作及推动两国人民之间的友谊而得以延续。

通过人道主义活动与越南建立深厚情缘

玛格丽特·施洛瑟女士是瑞士—越南友好协会的首任主席，是一位与越南有着40多年深厚情缘的人道主义活动家。

胡志明市友好组织联合会向瑞士—越南友好协会委员马可·梅迪奇（右起第四）、洛桑儿童救助会驻胡志明市代表兼协会原主席玛格丽特·施洛瑟（右起第三）赠送联合会会徽。

她曾任职于红十字国际委员会（ICRC）、瑞士卡里塔斯（Caritas Switzerland）以及洛桑儿童救助会（Terre des Hommes Lausanne）。1981年，她首次开展横跨越南的考察。行程中亲眼目睹的惨重战争后果促使她决定长期投身于越南事务。

在越南生活和工作的近20年里，她直接协调了许多社区发展、医疗保健、儿童保护、扶贫及弱势群体支持计划。瑞士卡里塔斯和洛桑儿童救助会在医疗、教育和社区发展领域的项目也在这一时期得以开展。凭借在人道主义活动及越瑞友好关系方面的贡献，她被越南友好组织联合会授予“为各民族和平友谊纪念章”。

2011年退休回到瑞士后，她仍继续从事慈善活动，为支持橙剂/二恶英受害者的项目筹集资金，并与越南橙剂/二恶英受害者协会（VAVA）在国际支持与动员计划中开展合作。

源于反战年代的团结情谊

安尤斯卡·玛丽亚·威尔女士自1966年起便参加了反对越南战争的运动。

1968年，她的家庭收留了一位因凝固汽油弹严重烧伤的越南少年段山。他由洛桑儿童救助会带往德国和瑞士治疗。她的母亲认段山为养子，从此他成为了家庭的一员。这段故事让安尤斯卡·威尔女士与越南建立了特殊的联系。

自1994年至今，她担任瑞士—越南友好协会主席，继续开展民间外交活动并扩大两国间的合作关系。

安尤斯卡·玛丽亚·威尔女士于2006年被授予“为各民族和平友谊纪念章”和越南国家友谊勋章。2021年，瑞士—越南友好协会因在加强两国人民友谊方面的贡献，被越南国家主席授予友谊勋章。

继续与橙剂受害者同行

1969年1月19日，三名瑞士青年奥利维尔·帕里奥、伯纳德·巴切拉德和诺亚·格拉夫秘密攀上巴黎圣母院顶端，悬挂起越南南方民族解放阵线的旗帜。

这面面积为17.5平方米、由伯纳德·巴切拉德的夫人用丝绸缝制的旗帜，在教堂顶端飘扬了数小时，在法国及国际媒体上引起了巨大轰动。法国警方不得不出动直升机，耗时约11小时才将旗帜取下。

执行此行动的三人身份被保密了几十年。直到2023年，随着《巴黎圣母院顶端的越共》一书出版，这段故事才得以完整公布。

奥利维尔·帕里奥认为，重要的不是执行挂旗行动的人的名字，而是要让世界知道越南人民在争取独立与和平的斗争中并不孤单。

2024年11月，奥利维尔·帕里奥和伯纳德·巴切拉德回到越南。在胡志明市，他们参观了古芝地道、战争遗迹博物馆以及和平村。同时，他们表达了对橙剂/二恶英受害者的支持，包括在争取正义的旅程中与多年来起诉美国化学公司的陈素娥女士同行。

奥利维尔·帕里奥表示，他们正在瑞士号召资源以支持该诉讼的法律费用，同时与胡志明市的有影响力人士交流，寻求与各组织合作以支持这场斗争。

广南工程师的坚持之路与建设家乡的愿望

杜高识出生于1988年，原籍广南省（旧省）。高中毕业后，他离开家乡前往胡志明市读大学。大学毕业后，他决定留在这座城市工作，在积累经验的同时，继续追逐自己热爱的建筑行业。

如今，他是一名建筑工程师，负责管理广义省一项大型炼油工程的项目。由于所在公司总部位于头顿，他的工作和生活与出差紧密相连，足迹遍布多个地方的工程项目。

Vietnam is emerging as one of the destinations increasingly favored by Indian tourists, gradually competing with traditional destinations such as Thailand and Bali (Indonesia).

According to The Traveler travel website, as cited by VNA correspondent in New Delhi, this trend is being driven by a range of factors, from visa policies and air connectivity to travel costs and cultural experiences.

More favorable visa policies are one of Vietnam’s major advantages. Since August 2023, Vietnam has extended its e-visa policy to citizens of all countries and territories, including India, allowing stays of up to 90 days with multiple entries.

The policy makes it easier for Indian tourists to plan longer trips or combine leisure travel with business, while stays in Thailand and Indonesia are often shorter.

Increasingly convenient air connectivity has also contributed to the growth in visitor numbers. In recent years, several direct routes have been opened between major Indian cities and Hanoi, Ho Chi Minh City and Da Nang, shortening travel times and offering more competitive fares. As a result, Vietnam is increasingly appearing on the list of choices for Indian tourists looking for destinations in Asia.

Affordable costs and diverse experiences are another important factor. Compared with many popular tourist destinations in the region, hotel, dining and transportation costs in Vietnam remain competitive.

In addition to famous beaches such as Da Nang and Nha Trang, tourists can combine visits to Hanoi, Hue, Hoi An and cultural heritage sites in a single itinerary, offering a more diverse experience than a holiday focused solely on beach destinations.

The appeal of Vietnamese culture and cuisine is also becoming increasingly evident. Street food tours, coffee culture, historical heritage and images of Vietnam on social media have created a strong attraction among young people and first-time international travelers.

Indian travel companies have also begun designing more products tailored to the needs of Indian tourists, including vegetarian menus, heritage tours and local cultural experiences.

According to tourism experts, although Thailand and Bali remain popular destinations for Indian travelers, Vietnam is gradually moving from being an “alternative option” to becoming one of the leading destinations, thanks to a combination of flexible visa policies, an expanding air network, competitive costs and new experiences.

Statistics show that the number of Indian visitors to Vietnam increased from around 138,000 in 2022 to more than half a million in 2024, making India one of the fastest-growing source markets for Vietnam’s tourism industry.

General Secretary of the Communist Party of Vietnam Central Committee and President To Lam hosted a reception in Sydney on August 10 for prominent Vietnamese intellectuals and scientists who are members of the Vietnam-Australia Scholars & Experts Association (VASEA).

The leader welcomed the association's efforts to bring together a large number of Vietnamese intellectuals, experts and scientists working at Australian universities, research institutes and major technology corporations.

He highlighted Vietnam’s recent strategic resolutions aimed at removing bottlenecks, unlocking resources and creating new drivers of development, including those on renewing Vietnam's development model, national security, building a disciplined, safe, civilised and harmonious society, and developing Vietnam into a strong maritime nation.

The Vietnamese intellectuals and scientists in Australia spoke highly of the strategic development resolutions adopted by Vietnam. They also welcomed the Politburo's recently issued Resolution No. 23-NQ/TW on overseas Vietnamese affairs, which affirms that overseas Vietnamese are an integral part of the nation and an important strategic resource that contributes to strengthening national power, serves as a bridge between Vietnam and the world, and directly contributes to national construction, development and defence.

They described the resolution as a strategic shift that responds to the country's development requirements in the new period and is expected to create fresh momentum for overseas Vietnamese to make greater contributions to their homeland.

The delegates also offered a number of recommendations, including policies to attract talent to work in Vietnam, attract international capital, develop innovation and startup ecosystems, bring scientific and technological products to the market, support patent protection for new ideas, and make better use of educational and training resources.

After listening to their views, General Secretary and President Lam said the Party and State have continued to translate policies on overseas Vietnamese affairs into concrete measures and improve them to better protect the legitimate rights and interests of Vietnamese communities abroad.

He noted that after more than 20 years of implementing Resolution No. 36-NQ/TW, overseas Vietnamese affairs have made significant progress. Building on these achievements, the Politburo recently issued Resolution No. 23-NQ/TW, marking a new approach that shifts the focus from mobilising, gathering and caring for overseas Vietnamese towards accompanying them and creating mechanisms enabling their deeper participation in the country's integration, construction and development.

A key objective of the resolution is to establish comprehensive and breakthrough policies and a more open and favourable environment to connect, attract and effectively harness the resources and intellectual contributions of overseas Vietnamese.

It also seeks to strengthen links among OVs through a sustainable network connecting experts, intellectuals, scientists, entrepreneurs, artists and young Vietnamese around the world, enabling them to make practical contributions to national construction, development and defence, said the leader.

The Party and State will continue improving mechanisms and policies, and creating favourable conditions for Vietnamese communities abroad to enhance their standing and reputation, realise their potential and strengths, and contribute actively to the homeland, he said.

Appreciating the delegates' practical and responsible recommendations, the General Secretary and President called on Vietnamese intellectuals and scientists in Australia to continue proposing ideas and solutions to major national challenges.

Vietnam is working to advance breakthroughs in institutions, infrastructure and human resources, create new development space, and accelerate digital transformation and green transition. He expressed his hope that Vietnamese intellectuals and experts will draw on their professional experience and understanding of Vietnam's realities to contribute breakthrough policies, management models and technologies.

He also encouraged them to serve as bridges for technology transfer and the development of new productive forces, and to introduce Vietnamese agencies and research institutions to strong Australian partners in areas such as education, artificial intelligence (AI), semiconductors, high-tech agriculture, renewable energy and strategic minerals.

Beyond technology transfer, he stressed the importance of spreading scientific thinking and innovative approaches while helping develop high-quality human resources in Vietnam.

General Secretary and President Lam also urged Vietnamese intellectuals and scientists to further strengthen great national unity, promote Vietnamese cultural values, mentor younger generations and Vietnamese students studying in Australia, and help foster closer community ties.

He called on them to contribute to deepening the Vietnam-Australia relationship in a substantive and effective manner, while asking ministries, sectors and relevant agencies to study their recommendations and work closely with the VASEA to produce concrete, high-quality outcomes./.

Ngày 10/8, Hội thảo quốc tế “Đà Nẵng - Cầu nối hợp tác và phát triển du lịch, thương mại và đầu tư Việt Nam - Thái Lan” được tổ chức tại Đà Nẵng, với sự tham dự của gần 300 đại biểu đại diện các cơ quan quản lý, cơ quan ngoại giao, hiệp hội, chuyên gia và doanh nghiệp hai nước.

Theo Cổng thông tin điện tử thành phố Đà Nẵng, các phiên thảo luận tập trung vào khai thác thị trường du lịch Việt Nam - Thái Lan, kết nối đường bay và hạ tầng giao thông, vận chuyển hàng hóa trên Hành lang Kinh tế Đông - Tây, chính sách thu hút đầu tư và những vướng mắc của doanh nghiệp trong quá trình đầu tư, kinh doanh tại địa phương.

Thêm nhiều lĩnh vực hợp tác với doanh nghiệp Thái Lan

Theo thông tin tại hội thảo, Thái Lan là một trong những đối tác quan trọng của Đà Nẵng tại ASEAN. Hợp tác giữa thành phố với các địa phương và đối tác Thái Lan thời gian qua được triển khai trên nhiều lĩnh vực, từ văn hóa, giáo dục, đối ngoại nhân dân đến hàng không, du lịch, thương mại và đầu tư.

Trong bối cảnh Đà Nẵng định hướng phát triển Trung tâm Tài chính quốc tế và Khu thương mại tự do, thành phố muốn mở rộng hợp tác với các tập đoàn, doanh nghiệp Thái Lan trong những lĩnh vực như thương mại bán lẻ, sản xuất chất lượng cao, logistics thông minh, kinh tế số, năng lượng sạch và dịch vụ du lịch cao cấp.

Theo Phó Chủ tịch Ủy ban nhân dân thành phố Đà Nẵng Nguyễn Thị Anh Thi, tiềm năng hợp tác giữa hai bên còn lớn. Thành phố mong muốn các trao đổi tại hội thảo có thể góp phần hình thành thêm những chương trình hợp tác, dự án kết nối giữa các địa phương, cơ quan, doanh nghiệp và tổ chức nhân dân hai nước.

Hội thảo cũng dành nội dung trao đổi về chính sách thu hút FDI, môi trường đầu tư và những khó khăn doanh nghiệp gặp phải khi triển khai hoạt động sản xuất, kinh doanh tại địa phương. Đây là những vấn đề được đặt ra trong mục tiêu tăng kết nối giữa Đà Nẵng, khu vực miền Trung - Tây Nguyên với các đối tác Thái Lan.

Hành lang Kinh tế Đông - Tây: kết nối giao thông, logistics, du lịch và thương mại

Một trọng tâm khác của hội thảo là khai thác vị trí của Đà Nẵng trên Hành lang Kinh tế Đông - Tây để tăng kết nối giao thông, logistics, du lịch và thương mại với Thái Lan.

Các đại biểu trao đổi về kết nối đường bay, hạ tầng và giao thông; khả năng khai thác thị trường du lịch Việt Nam - Thái Lan; vận chuyển hàng hóa trên EWEC và các giải pháp nâng hiệu quả kết nối giữa Đà Nẵng, miền Trung - Tây Nguyên với các địa phương, doanh nghiệp Thái Lan.

Tổng Lãnh sự Thái Lan tại Thành phố Hồ Chí Minh Wiraka Moodhitaporn đánh giá Đà Nẵng có vị trí quan trọng trong kết nối kinh tế khu vực miền Trung, đồng thời có tiềm năng phát triển về du lịch, thương mại, đầu tư và logistics. Vị trí trên Hành lang Kinh tế Đông - Tây cùng hệ thống hạ tầng của thành phố là những điều kiện thuận lợi để tăng kết nối với Thái Lan.

Các nội dung thảo luận cũng gắn với Chiến lược “Ba kết nối” giữa Việt Nam và Thái Lan, gồm kết nối chuỗi cung ứng, kết nối các nền kinh tế địa phương và kết nối các chiến lược phát triển bền vững.

Hội thảo diễn ra trong năm Việt Nam và Thái Lan kỷ niệm 50 năm thiết lập quan hệ ngoại giao (1976-2026), sau khi hai nước nâng cấp quan hệ lên Đối tác chiến lược toàn diện. Việc tăng kết nối giữa địa phương, doanh nghiệp và các tổ chức hai nước được xác định là một trong những hướng nhằm đưa các khuôn khổ hợp tác song phương vào những lĩnh vực cụ thể.

Anh Đới Hiểu Đông - một người dân Thanh Đảo đang chơi tennis tại đây chia sẻ: “Cảnh quan và không khí ở sân rất tuyệt vời. Mỗi cú vung vợt đều mang lại cảm giác sảng khoái. Giữa những giờ nghỉ, được ngắm biển trời xanh trong, cảm giác thật thư thái và dễ chịu”.

Đa số mọi người đều không biết về sự ra đời đặc biệt của sân tennis đang “gây sốt” này. Nguyên liệu để làm lớp mặt sân đàn hồi được tái chế từ 20.600 quả bóng tennis đã qua sử dụng, được thu gom tại 40 câu lạc bộ tennis ở 16 thành phố trên cả nước. Toàn bộ dự án được hoàn thành trong vòng hai tháng.

Theo bà Vương Thi Tuyền, Phó Giám đốc phụ trách phát triển bền vững Tập đoàn Anta, quy trình thu hồi và tái chế bóng tennis cũ gồm ba công đoạn chính. Trước hết là tháo dỡ và phân tách. Những quả bóng sau khi thu hồi được đưa vào máy nghiền, sau đó sàng lọc để tách phần vải nỉ và hạt cao su. Phần vải nỉ có thể được sử dụng để sản xuất vật liệu dệt tái chế, tiếp tục đưa vào vòng tuần hoàn; lõi cao su sau khi nghiền, tinh chế, phối trộn và lưu hóa sẽ được chế biến thành các hạt cao su tái chế (EPDM).

Công đoạn cuối cùng là thi công sân. Các hạt cao su tái chế được sử dụng làm vật liệu chính cho lớp đệm giảm chấn, kết hợp với sơn acrylic gốc nước có đặc tính ít bay hơi, nhanh khô để hoàn thiện toàn bộ mặt sân.

“Cao su là vật liệu cốt lõi của bóng tennis nhưng rất khó phân hủy tự nhiên. Nếu chôn dưới lòng đất, phải mất khoảng 400 năm mới có thể phân hủy. Trước đây, phần lớn bóng tennis thải loại được xử lý như rác thải thông thường bằng cách chôn lấp hoặc đốt, tạo ra gánh nặng lâu dài cho môi trường”, bà Giang Lệ Mẫn, Phó Chủ tịch phụ trách marketing FILA Trung Quốc cho biết.

Theo bà, từ việc thu hồi bóng cũ, phân tách vật liệu đến tái chế thành sân tennis, toàn bộ quy trình đã giúp giảm khoảng 12,36 tấn phát thải carbon, tương đương lượng carbon mà khoảng 453 mẫu rừng hấp thụ trong một năm.

Đề cương Quy hoạch 5 năm lần thứ 15 của Trung Quốc đề ra yêu cầu đẩy nhanh hình thành phương thức sản xuất và lối sống xanh. Trong đó, Trung Quốc nhấn mạnh ưu tiên tiết kiệm, tăng cường chính sách khuyến khích, huy động toàn xã hội tham gia, đẩy nhanh chuyển đổi phương thức phát triển theo hướng xanh, ít carbon, qua đó hình thành phương thức sản xuất xanh và lối sống xanh mới.

Qua khảo sát tại nhiều địa phương và doanh nghiệp sản xuất đồ thể thao trên cả nước Trung Quốc, phóng viên nhận thấy các bên đang tích cực tìm tòi nhiều giải pháp như thu hồi, tái sử dụng sản phẩm và thiết bị thể thao đã qua sử dụng, ứng dụng vật liệu tái chế, xây dựng các sân thể thao xanh và bền vững. Xu hướng phát triển xanh, ít carbon trong lĩnh vực thể thao đang ngày càng lan tỏa.

Xtep đã xây dựng hệ thống thu hồi giày cũ khép kín và duy trì thường xuyên, tập trung vào những sản phẩm thể thao được sử dụng phổ biến như giày chạy bộ, giày thể thao. Giày thu hồi được phân thành hai nhóm để tái sử dụng. Những đôi còn nguyên vẹn sẽ được làm sạch, khử khuẩn, tân trang trước khi quyên góp cho các dự án thể thao công ích, góp phần thúc đẩy phổ cập thể thao tại cơ sở.

Trong khi đó, những đôi đã mòn, hư hỏng và không còn khả năng sử dụng sẽ được chuyển đến phòng thí nghiệm tái chế để tháo dỡ, thu hồi cao su, vải, bọt xốp và các nguyên liệu khác. Những vật liệu này sau đó được gia công lần hai để phục vụ nghiên cứu, phát triển thiết bị thể thao mới, làm vật liệu lát sàn thể thao và đường đi bộ.

Trong nhiều sản phẩm quần áo thể thao của FILA, 30% chất liệu vải được sản xuất từ polyester tái chế từ chai nhựa PET. So với polyester nguyên sinh, quá trình sản xuất polyester tái chế giúp giảm đáng kể lượng phát thải carbon, đồng thời giảm sự phụ thuộc vào các nguồn tài nguyên không tái tạo như dầu mỏ ngay từ đầu vào.

Tại Đông Quản, tỉnh Quảng Đông, sân bóng chày tái chế STRIKE FOR ZERO có 90% cơ sở vật chất được xây dựng bằng vật liệu thân thiện với môi trường. Hệ thống lưới chắn của sân được làm từ gần 10.000 chai nước nhựa tái chế; các đế chày sử dụng gần 150 lốp xe; trong khi lớp đệm giảm chấn được làm từ gần 450 lớp đế giữa giày. Việc đưa các vật liệu có khả năng tái chế, tái sử dụng vào từng hạng mục xây dựng đã giúp đưa ý tưởng phát triển tuần hoàn vào thực tế, góp phần xây dựng các không gian thể thao theo hướng xanh và bền vững.

Theo đặc phái viên TTXVN, sáng 11/8, tại Phủ Toàn quyền Australia, thủ đô Canberra, Toàn quyền Australia Sam Mostyn đã chủ trì Lễ đón Tổng Bí thư, Chủ tịch nước Tô Lâm cùng Đoàn đại biểu cấp cao Việt Nam thăm cấp Nhà nước tới Australia từ ngày 9 đến ngày 12/8.

Tham dự lễ đón có nhiều quan chức cao cấp Australia và các thành viên Đoàn đại biểu cấp cao Việt Nam.

Khi đoàn xe chở Tổng Bí thư, Chủ tịch nước Tô Lâm tiến vào Phủ Toàn quyền, trong không khí nồng ấm, thắm tình hữu nghị, Toàn quyền Australia Sam Mostyn đã vui mừng đón Tổng Bí thư, Chủ tịch nước Tô Lâm tại nơi đỗ xe, cùng lúc đó 21 loạt đại bác lần lượt vang lên chào mừng.

Toàn quyền Australia Sam Mostyn mời Tổng Bí thư, Chủ tịch nước Tô Lâm bước lên bục danh dự. Đội quân nhạc cử Quốc thiều Việt Nam.

Đội trưởng Đội danh dự trân trọng mời Tổng Bí thư, Chủ tịch nước Tô Lâm duyệt Đội danh dự và Đội quân nhạc Australia.

Sau khi duyệt Đội danh dự và Đội quân nhạc, Toàn quyền Australia Sam Mostyn và Tổng Bí thư, Chủ tịch nước Tô Lâm cùng giới thiệu cho nhau về thành phần đoàn hai bên tham dự lễ đón.

Tiếp đó, Toàn quyền Australia Sam Mostyn và Tổng Bí thư, Chủ tịch nước Tô Lâm cùng đứng lên bục danh dự. Trong không khí trang nghiêm, Đội quân nhạc cử Quốc thiều Việt Nam và Quốc thiều Australia.

Sau lễ đón, Tổng Bí thư, Chủ tịch nước Tô Lâm đã hội kiến Toàn quyền Australia Sam Mostyn và tiến hành hội đàm với Thủ tướng Australia Anthony Albanese; chứng kiến lễ trao các văn kiện hợp tác và gặp gỡ báo chí; hội kiến Chủ tịch Thượng viện và Chủ tịch Hạ viện Australia…

Việt Nam và Australia chính thức thiết lập quan hệ ngoại giao vào ngày 26/2/1973. Kể từ đó đến nay, hai nước đã xây dựng một mối quan hệ mạnh mẽ và bền bỉ với lợi ích đa dạng và ngày càng tăng. Hiện nay, Việt Nam được coi là một trong những đối tác song phương quan trọng nhất của Australia.

Quan hệ Việt Nam - Australia đang ở giai đoạn phát triển năng động nhất kể từ khi hai nước thiết lập quan hệ Đối tác chiến lược toàn diện.

Hợp tác kinh tế, thương mại và đầu tư tiếp tục củng cố vững chắc vai trò là một trong những trụ cột quan trọng hàng đầu của quan hệ song phương. Australia hiện là đối tác thương mại lớn thứ bảy của Việt Nam, trong khi Việt Nam khẳng định vị thế là đối tác thương mại đầy năng động của Australia tại Đông Nam Á.

Chỉ riêng trong 6 tháng đầu năm 2026, kim ngạch thương mại song phương đã đạt 8,1 tỷ USD, tăng gần 22% so với cùng kỳ năm trước; trong đó, xuất khẩu của Việt Nam sang Australia bứt phá mạnh mẽ đạt 3,8 tỷ USD, tăng hơn 25%, cao hơn mức tăng trưởng xuất khẩu bình quân của cả nước.

Đồng thời, Australia vững vàng nằm trong nhóm 10 đối tác lớn nhất của Việt Nam về thương mại, du lịch và hỗ trợ phát triển chính thức (ODA).

Cùng với những thành quả hợp tác về kinh tế, hợp tác quốc phòng và an ninh giữa hai nước cũng ngày càng đi vào chiều sâu trên nền tảng tin cậy và tôn trọng lẫn nhau.

Khoa học, công nghệ và giáo dục đang nổi lên mạnh mẽ thành động lực phát triển mới của mối quan hệ Đối tác Chiến lược toàn diện giữa hai nước…

Chuyến thăm cấp Nhà nước của Tổng Bí thư, Chủ tịch nước Tô Lâm tới Australia không chỉ là dấu mốc mở ra giai đoạn phát triển mới của quan hệ song phương, mà còn thể hiện tầm nhìn chiến lược và quyết tâm của lãnh đạo hai nước trong việc xây dựng quan hệ Việt Nam-Australia ngày càng hiệu quả, trên cơ sở tin cậy, tôn trọng lẫn nhau và cùng có lợi.

Chuyến thăm cũng là bước triển khai quan trọng đường lối đối ngoại được thông qua tại Đại hội đại biểu toàn quốc lần thứ XIV của Đảng Cộng sản Việt Nam, góp phần cụ thể hóa chủ trương đưa quan hệ với các đối tác chiến lược toàn diện đi vào chiều sâu, thực chất, hiệu quả và bền vững.

Sáng 11/8, sau Lễ đón cấp Nhà nước được tổ chức trọng thể tại Phủ Toàn quyền ở thủ đô Canberra theo nghi thức cao nhất dành cho nguyên thủ quốc gia, Tổng Bí thư, Chủ tịch nước Tô Lâm đã hội kiến Toàn quyền Australia Sam Mostyn.

Toàn quyền Australia Sam Mostyn bày tỏ vui mừng gặp lại Tổng Bí thư, Chủ tịch nước Tô Lâm tại Canberra sau chuyến thăm cấp Nhà nước đầu tiên của bà đến Việt Nam vào tháng 9/2025.

Nhiệt liệt chào đón Tổng Bí thư, Chủ tịch nước và Đoàn đại biểu cấp cao Việt Nam sang thăm cấp Nhà nước tới Australia, Toàn quyền Australia Sam Mostyn khẳng định quan hệ hai nước đang phát triển hết sức mạnh mẽ trên nền tảng tin cậy chính trị vững chắc.

Toàn quyền Australia tin tưởng chuyến thăm lần này sẽ chứng kiến các thành tựu mới, góp phần tiếp thêm những động lực mới đưa quan hệ Đối tác chiến lược toàn diện giữa hai nước đi vào chiều sâu hơn nữa trong giai đoạn mới.

Trao đổi về quan hệ song phương, Tổng Bí thư, Chủ tịch nước Tô Lâm bày tỏ vui mừng trước những bước phát triển mạnh mẽ của quan hệ Việt Nam-Australia sau hơn 50 năm thiết lập quan hệ, việc triển khai quan hệ Đối tác Chiến lược Toàn diện Việt Nam-Australia; nhấn mạnh Australia là người bạn, đối tác tin cậy, có nhiều lợi ích chiến lược tương đồng với Việt Nam.

Việt Nam trân trọng sự đồng hành và hỗ trợ của Australia trong quá trình phát triển đất nước, đồng thời mong muốn đưa quan hệ hai nước ngày càng đi vào chiều sâu, thực chất và hiệu quả.

Chia sẻ với Toàn quyền những nét lớn về tình hình kinh tế-xã hội của Việt Nam và những thành tựu quan trọng Việt Nam đã đạt được sau hơn 40 năm Đổi mới, Tổng Bí thư, Chủ tịch nước Tô Lâm cũng chia sẻ những kết quả có ý nghĩa lịch sử của Việt Nam sau các sự kiện chính trị quan trọng của đất nước vừa qua. Trong đó, đặc biệt là việc Hội nghị lần thứ ba Ban Chấp hành Trung ương Đảng khóa XIV đã nhất trí xác lập mô hình phát triển mới dựa trên năng suất, tri thức, khoa học-công nghệ, đổi mới sáng tạo, chuyển đổi số, nguồn nhân lực chất lượng cao và quản trị hiện đại, gắn với tăng trưởng xanh, phát triển bền vững và hội nhập sâu rộng; thể hiện quyết tâm bứt phá và khát vọng của toàn thể Lãnh đạo và Nhân dân Việt Nam trong việc đạt được hai mục tiêu 100 năm, phấn đấu trở thành nước phát triển, có thu nhập cao vào năm 2045.

Trong bối cảnh thế giới hiện nay đang có những biến đổi sâu sắc và đặt ra những yêu cầu rất cao đối với phát triển của hai nước, Tổng Bí thư, Chủ tịch nước Tô Lâm cho rằng hai bên càng cần tăng cường hợp tác hơn nữa.

Tổng Bí thư, Chủ tịch nước Tô Lâm mong muốn chuyến thăm đến Australia lần này sẽ tiếp tục nâng quan hệ hợp tác lên tầm cao mới, đáp ứng yêu cầu phát triển ngày càng cao của Việt Nam và Australia.

Toàn quyền Australia Sam Mostyn bày tỏ ấn tượng về những thành tựu phát triển và sự năng động của Việt Nam, đặc biệt là quá trình chuyển đổi mạnh mẽ về kinh tế, khoa học-công nghệ và hội nhập quốc tế; cho rằng Australia và Việt Nam có nhiều điểm tương đồng về tầm nhìn phát triển, coi khoa học-công nghệ, đổi mới sáng tạo, giáo dục, nguồn nhân lực chất lượng cao là những động lực chủ yếu của phát triển; khẳng định đây là nền tảng thuận lợi để hai nước mở rộng hợp tác trong những lĩnh vực mới.

Bà Toàn quyền khẳng định Australia mong muốn trở thành đối tác tin cậy của Việt Nam, sẵn sàng đồng hành, hỗ trợ Việt Nam trong thực hiện các mục tiêu phát triển.

Về định hướng hợp tác, Tổng Bí thư, Chủ tịch nước Tô Lâm đề nghị hai nước tiếp tục củng cố tin cậy chính trị thông qua trao đổi cấp cao và các kênh hợp tác; mở rộng hợp tác quốc phòng-an ninh; thúc đẩy thương mại, đầu tư, hướng tới mục tiêu kim ngạch hai chiều 20 tỷ USD và tăng mạnh đầu tư hai chiều.

Việt Nam mong muốn đón thêm các dòng vốn chất lượng cao từ các doanh nghiệp, quỹ đầu tư Australia thông qua Chiến lược Kinh tế Đông Nam Á đến năm 2040 của Australia, đồng thời đề nghị Nhà nước, Chính phủ Australia tiếp tục tạo thuận lợi để doanh nghiệp Việt Nam mở rộng hoạt động tại Australia.

Trong hợp tác phát triển, giáo dục và chia sẻ tri thức, Tổng Bí thư, Chủ tịch nước Tô Lâm đề nghị Australia tiếp tục hỗ trợ Việt Nam nâng cao năng lực quản trị công, cải cách hành chính và chuyển đổi số khu vực công; mở rộng học bổng, liên kết giữa các trường đại học, viện nghiên cứu và hợp tác đào tạo nghề, đáp ứng nhu cầu nhân lực cho các ngành công nghiệp mới.

Tổng Bí thư, Chủ tịch nước Tô Lâm cũng đề nghị tăng cường giao lưu văn hóa, du lịch và kết nối nhân dân, nhất là giữa thanh niên, giới nghiên cứu và các thế hệ lãnh đạo trẻ.

Đánh giá cao chính sách đa văn hóa của Australia, Tổng Bí thư, Chủ tịch nước Tô Lâm mong Australia tiếp tục tạo điều kiện để cộng đồng người Việt ngày càng phát triển, đóng góp tích cực cho xã hội Australia và trở thành cầu nối hữu nghị giữa hai nước.

Toàn quyền Australia nhấn mạnh ý nghĩa của quan hệ nhân dân và cộng đồng trong xây dựng nền tảng lâu dài cho quan hệ hai nước; đánh giá cao những đóng góp ngày càng nổi bật của cộng đồng người Việt Nam tại Australia, cũng như vai trò của sinh viên, trí thức, chuyên gia và doanh nhân Việt Nam trong thúc đẩy kết nối giữa hai nước.

Australia mong muốn tiếp tục tạo môi trường thuận lợi để cộng đồng người Việt Nam phát huy thế mạnh, gìn giữ bản sắc văn hóa và đóng góp vào sự đa dạng, thịnh vượng của xã hội Australia.

Hai bên cũng trao đổi về các vấn đề khu vực và quốc tế cùng quan tâm, đề cao đối thoại, hợp tác và tôn trọng luật pháp quốc tế; cùng hướng tới một khu vực Ấn Độ Dương-Thái Bình Dương hòa bình, ổn định, bao trùm và phát triển bền vững.

Nhân dịp này, Tổng Bí thư, Chủ tịch nước Tô Lâm trân trọng mời Toàn quyền Australia Sam Mostyn thăm lại Việt Nam vào thời gian thuận tiện. Toàn quyền Sam Mostyn vui vẻ nhận lời.

Việt Nam - Australia mở rộng hợp tác quốc phòng

Chuyến thăm Australia của Tổng Bí thư, Chủ tịch nước Tô Lâm thúc đẩy hợp tác công nghệ và nhân lực

Выступая на семинаре, заместитель министра иностранных дел Ле Тхи Тху Ханг сообщила, что 2 августа 2026 года Политбюро ЦК КПВ приняло Резолюцию № 23-NQ/TW о работе с вьетнамцами, проживающими за рубежом. В документе вьетнамская диаспора рассматривается как важный стратегический ресурс, способствующий укреплению совокупной мощи страны, выполняющий роль связующего звена между Вьетнамом и миром и непосредственно участвующий в деле строительства, развития и защиты Отечества.

По словам замминистра, подход к работе с вьетнамской диаспорой постепенно меняется — от «мобилизации, объединения и заботы» к «сопровождению и созданию механизмов», что позволяет вьетнамцам за рубежом глубже участвовать в процессе развития страны. Семинар стал площадкой для обсуждения решений по повышению эффективности сетей специалистов и интеллектуалов, ориентированных на реализацию конкретных проектов, создание продукции и достижение практических результатов сотрудничества.

В ходе семинара было представлено и высказано около 20 докладов и предложений. Участники отметили, что вьетнамские специалисты и интеллектуалы, проживающие за рубежом и обладающие глубокими профессиональными знаниями и международным опытом, являются важным ресурсом для развития науки и технологий. Участники предложили продолжить совершенствование механизмов и политики, а также создать условия для того, чтобы государственные органы и предприятия внутри страны могли формулировать конкретные технологические задачи, развивать механизмы взаимодействия и целевого привлечения специалистов, обеспечивая принцип «нужный специалист — нужная задача».

По мнению ряда участников, сети специалистов необходимо формировать по отдельным стратегическим направлениям, включая искусственный интеллект (ИИ), технологии работы с данными, квантовые технологии, биотехнологии, облачные вычисления и другие сферы, связывая их с конкретными задачами национального развития. При возникновении практической задачи необходимо оперативно определять подходящего специалиста, формат его участия и контактное звено для взаимодействия с государственными органами, предприятиями и проектами во Вьетнаме.

Председатель Сети инноваций Вьетнама в Австралии Нгуен Фук Бинь подчеркнул, что ценность сети определяется не количеством её участников, а способностью мобилизовать ресурсы для решения практических задач. Он предложил расширять совместные исследовательские программы Вьетнама с международными партнёрами в стратегических технологических областях.

Проведение семинара направлено на укрепление связей между министерствами, ведомствами, местными органами власти, научно-исследовательскими институтами, университетами и предприятиями, с одной стороны, и вьетнамскими специалистами и интеллектуалами за рубежом — с другой. Australian Governor-General Sam Mostyn hosted a welcome ceremony in Canberra on August 11 morning for General Secretary of the Communist Party of Vietnam Central Committee and President To Lam and the high-ranking Vietnamese delegation who are paying a state visit to Australia from August 9-12.

As the motorcade carrying General Secretary and President Lam arrived at Government House, Mostyn warmly welcomed him at the arrival area, while a 21-gun salute was fired in honour of the Vietnamese leader.

Following the welcome ceremony, General Secretary and President Lam held a meeting with Governor-General Mostyn, and talks with Prime Minister Anthony Albanese. He witnessed the exchange of cooperation documents and met the press. He also had meetings with the President of the Australian Senate and the Speaker of the House of Representatives.

Since Vietnam and Australia established diplomatic relations on February 26, 1973, the two countries have built a strong and enduring relationship with increasingly diverse and expanding interests. Vietnam is now regarded as one of Australia’s most important bilateral partners.

In the first six months of 2026, bilateral trade reached 8.1 billion USD, up nearly 22% year on year. Vietnam’s exports to Australia rose sharply to 3.8 billion USD, an increase of more than 25%, outpacing the country’s average export growth. Australia also remains among Vietnam’s top 10 partners in trade, tourism and official development assistance (ODA).

Alongside economic cooperation, defence and security ties between the two countries have continued to deepen on the basis of mutual trust and respect. Science, technology and education are also emerging as new drivers of the Comprehensive Strategic Partnership between Vietnam and Australia.

General Secretary and President Lam’s state visit to Australia marks not only a milestone opening a new chapter in bilateral relations, but also reflects the strategic vision and determination of the two countries’ leaders to build increasingly effective Vietnam-Australia ties based on mutual trust, respect and benefit.

Some dishes can make people remember a destination after just one taste.

When it comes to Quy Nhon, many people immediately think of “banh xeo tom nhay” or “bun cha ca”. However, in recent years, jellyfish hotpot has become increasingly popular among visitors seeking a full taste of the city’s sea.

Simple in preparation, the dish attracts diners with a combination of seafood sweetness, a light flavourful broth, and the crunchy texture of fresh jellyfish.

Quy Nhon has long been blessed with an extensive coastline, broad lagoon, and abundant seafood. Every morning, fishing boats return to shore carrying a variety of fish, shrimp, squid, crabs, and jellyfish. These fresh ingredients have helped shape the culinary identity of the locality, where many dishes are formed from the working life of coastal locals.

Unlike ordinary seafood hotpots that rely mainly on natural sweetness, jellyfish hotpot stands out for its broth. The broth is typically prepared from simmered bones combined with shrimp paste, tomatoes, and traditional seasonings, creating a mildly sour and savoury flavour without being overpowering. When the broth comes to a boil, golden pieces of shrimp paste float to the surface, alongside red tomatoes and green spring onions, and dill, creating a pot that is both visually appealing and aromatic.

The dish’s distinction lies in the main ingredient - jellyfish. Jellyfish is carefully prepared to retain its natural crunch while removing any fishy or overly salty taste. When dipping jellyfish into the boiling broth, the jellyfish only needs to be cooked briefly before it is ready to eat. The jellyfish with a translucent, crispy texture blends with the gentle richness of shrimp paste and the mildly sour broth, creating an unusual but harmonious combination. The contrast between the steaming-hot soup and the cool crunch of jellyfish gives the dish an appeal that few other dishes can have.

Besides jellyfish, the hotpot may also include a variety of fresh seafood, including shrimp, squid, fish or fish cakes, depending on each restaurant’s recipe. The accompanying vegetables also reflect the culinary character of central Vietnam, including water spinach, mustard greens, malabar spinach, shredded banana flower, and herbs. Fresh rice vermicelli is usually served instead of rice, allowing diners to fully enjoy the sweetness of the broth without feeling overly cloyed.

Another interesting feature is that each restaurant in Quy Nhon has its own way of preparing the dish. Some emphasize the rich flavour of shrimp paste, while others favour the lighter sweetness of bone and seafood broth. Certain restaurants add crab, mantis shrimp, or squid to create a more complex flavour. This variety encourages many visitors to try jellyfish hotpot at several different places to discover the differences in each version of one dish.

Besides its flavour, jellyfish hotpot also reflects how coastal locals make use of locally available ingredients. From seasonally harvested jellyfish, they are transformed through the skill of cooks and become a dish combining the sea creatures and the familiar Vietnamese style of cooking sour seafood broth. This creativity contributes to the abundant cuisine of Quy Nhon, alongside the city’s more established specialities.

Với địa bàn trải rộng từ ven biển, hải đảo đến miền núi, Công ty Điện lực Quảng Ninh tập trung kiểm tra, củng cố lưới điện, xử lý các vị trí tiềm ẩn nguy cơ mất an toàn và phát quang hành lang tuyến. Lực lượng, phương tiện và phương án ứng phó cũng được rà soát, chuẩn bị để kịp thời xử lý khi thời tiết diễn biến bất thường.

Công ty Điện lực Quảng Ninh tăng cường kiểm tra, củng cố lưới điện, phát quang hành lang tuyến và xử lý các vị trí có nguy cơ mất an toàn, chủ động ứng phó với thiên tai trong mùa mưa bão.

Ở Điện Biên, nhiều tuyến đường dây đi qua địa hình đồi núi, sông suối, gây khó khăn cho công tác kiểm tra và quản lý vận hành. Bên cạnh việc rà soát phương án, chuẩn bị vật tư, dụng cụ, Công ty Điện lực Điện Biên ứng dụng thiết bị bay không người lái để hỗ trợ kiểm tra tại những khu vực địa hình phức tạp, nâng cao khả năng phát hiện sớm các nguy cơ trên lưới điện.

Hà Tĩnh và Thái Nguyên cùng chú trọng xử lý nguy cơ từ cây cối trong và gần hành lang lưới điện. CBNV các đơn vị tăng cường phát quang, cắt tỉa những cây có khả năng đổ, va quệt vào đường dây khi xảy ra mưa lớn, giông lốc, qua đó giảm nguy cơ sự cố từ hành lang tuyến.

Công ty Điện lực Thái Nguyên thực hiện phát quang, cắt tỉa cây cối gần hành lang lưới điện, chủ động loại trừ nguy cơ ảnh hưởng đến đường dây trong mùa mưa bão.

Ở Ninh Bình, công tác chuẩn bị được gắn với thực hành xử lý tình huống. Công ty Điện lực Ninh Bình tổ chức diễn tập phòng, chống thiên tai, xử lý sự cố lưới điện và an toàn lao động, đồng thời kiểm tra hiện trường, rà soát tình trạng thiết bị nhằm nâng cao kỹ năng và khả năng phối hợp của lực lượng vận hành.

Các điện lực tại Công ty Điện lực Ninh Bình tổ chức diễn tập phòng, chống thiên tai, xử lý sự cố lưới điện và an toàn lao động, nâng cao khả năng ứng phó trong mùa mưa bão.

Công ty Điện lực Ninh Bình kiểm tra lưới điện, rà soát tình trạng thiết bị, chủ động phát hiện và xử lý các nguy cơ mất an toàn.

Tại Cao Bằng, trọng tâm được đặt vào khâu tổ chức lực lượng và quán triệt an toàn trước khi thực hiện nhiệm vụ. Các Điện lực trực thuộc Công ty Điện lực Cao Bằng rà soát phương án, phân công nhiệm vụ và phổ biến các yêu cầu về an toàn lao động tới CBNV, bảo đảm thống nhất trong quá trình triển khai.

Các Điện lực trực thuộc Công ty Điện lực Cao Bằng tổ chức rà soát phương án, quán triệt nhiệm vụ và các yêu cầu về an toàn lao động, sẵn sàng ứng phó trong mùa mưa bão.

Công ty Điện lực Lào Cai kết hợp kiểm tra lưới điện, rà soát thiết bị với chuẩn bị lực lượng, dụng cụ phục vụ xử lý sự cố. Đồng thời, đơn vị tăng cường tuyên truyền an toàn điện tới người dân, góp phần nâng cao ý thức phòng tránh rủi ro trong điều kiện thời tiết bất lợi.

CBNV Công ty Điện lực Lào Cai kiểm tra lưới điện, rà soát tình trạng thiết bị, chủ động chuẩn bị các điều kiện vận hành an toàn trong mùa mưa bão.

Công ty Điện lực Lào Cai tăng cường tuyên truyền an toàn điện tới người dân, góp phần nâng cao ý thức phòng tránh các tình huống mất an toàn trong mùa mưa bão.

An toàn điện từ lưới điện đến cộng đồng

Cùng với các giải pháp trên hệ thống điện, EVNNPC và các đơn vị chú trọng đưa kiến thức an toàn điện đến cộng đồng, đặc biệt trong thời điểm mưa lớn, giông sét và ngập úng làm gia tăng nguy cơ tai nạn điện.

Tại Hưng Yên, hoạt động tuyên truyền được triển khai trực tiếp tới khách hàng và học sinh, tập trung hướng dẫn cách nhận diện, phòng tránh các nguy cơ mất an toàn và sử dụng điện đúng cách.

Công ty Điện lực Hưng Yên tuyên truyền, hướng dẫn khách hàng sử dụng điện an toàn, góp phần phòng tránh các nguy cơ mất an toàn điện trong mùa mưa bão.

Công ty Điện lực Hưng Yên tuyên truyền, hướng dẫn học sinh sử dụng điện an toàn, nâng cao kỹ năng phòng tránh tai nạn điện trong mùa mưa bão.

Bên cạnh tuyên truyền trực tiếp, các đơn vị tăng cường đăng tải thông tin, khuyến cáo an toàn điện trên website, mạng xã hội, hệ thống thông tin cơ sở; đồng thời phối hợp với chính quyền địa phương để đưa nội dung tuyên truyền đến người dân. Người dân được khuyến cáo không đến gần cột điện, trạm điện, dây điện bị đứt hoặc khu vực ngập nước có công trình điện; không tự ý xử lý sự cố và cần thông báo kịp thời cho đơn vị Điện lực khi phát hiện bất thường.

Từ từng vị trí lưới điện được kiểm tra, từng nguy cơ được nhận diện và xử lý, đến mỗi phương án ứng phó được rà soát, diễn tập và từng khuyến cáo an toàn được lan tỏa trong cộng đồng, EVNNPC đang từng bước củng cố một “lá chắn” an toàn nhiều lớp trước những diễn biến ngày càng phức tạp của thời tiết. Đó không chỉ là sự chuẩn bị cho mùa mưa bão, mà còn thể hiện tinh thần chủ động, trách nhiệm và năng lực điều hành của Tổng công ty trong bảo vệ con người, tài sản và hệ thống điện. Qua đó, EVNNPC tiếp tục nâng cao khả năng vận hành an toàn, ổn định của lưới điện miền Bắc, duy trì dòng điện phục vụ đời sống Nhân dân và phát triển kinh tế - xã hội trên địa bàn.

当前的紧迫要求是必须创新职业技能发展路径，使其与劳动力市场、企业需求以及技术革新进程更紧密地衔接。《人民报》记者采访了内务部副部长阮孟姜，就职业技能发展的定向、提高人力资源质量以及增强培训与劳动力市场衔接的解决方案进行了交流。

- 副部长，您好，2025年《就业法》已经形成了关于职业技能发展的新法律框架。内务部门将集中完善哪些机制、政策，并开展哪些重点任务，以构建国家职业技能体系、提高评估与认定技能的能力，并促进劳动者的终身学习？

内务部副部长阮孟姜：提高劳动力质量和发展职业技能是新阶段国家发展的战略性要求。在数字化转型、绿色转型、人工智能和国际集成日益深入的背景下，国家的竞争优势不再主要依靠廉价劳动力，而是越来越大程度地取决于人力资源质量和劳动者的职业技能。

2025年《就业法》实现了重要突破，首次形成了关于职业技能发展的较为完整的法律框架，将重点从“就业管理转向发展与劳动力市场需求相挂钩的职业技能生态系统”，以及从“职业培训转向有相关方参与的职业技能发展”。这是下一阶段同步开展人力资源发展解决方案的基石。

在此基础上，内务部将根据2025年《就业法》的规定，集中完善职业技能发展的各项机制与政策；据此构建并发展国家职业技能体系；同步执行职业技能发展的各项内容，其中重点推进国家职业技能等级框架的实施，建立并完善国家职业技能标准，创新国家职业技能评估、认定及证书颁发工作，促进劳动者提高职业技能水平的培训、培养及终身学习。

内务部门还将组建各级职业技能委员会，形成保障相关方参与职业技能发展的机制；提高国家职业技能评估组织体系的能力；鼓励企业深度参与职业技能发展过程；推动越南与其他国家之间国家职业技能证书的相互承认与互认。

最终目标是帮助劳动者形成一支拥有职业技能、工作安全、高产、优质、高效、收入更高、具备适应能力且可持续发展的劳动力队伍；同时有助于提高劳动生产率、企业竞争力，并为新时期国民经济增长模式的转变创造动力。

- 当前的一大要求是培训必须紧贴劳动力市场的实际需求。请问内务部门将如何创新人力资源需求预测、劳动力市场信息工作以及国家、企业与培训机构之间的协调机制？

内务部副部长阮孟姜：当前重要的要求之一是从预测“劳动力需求”转变为预测“技能需求”或“未来技能”。不仅需要知道市场需要多少劳动力，更重要的是需要知道企业在每个行业、每个地方以及每个发展阶段正在和将要需要什么样的技能。换句话说，预测工作需要能够识别劳动者在职业技能上的短缺，以及与生产经营活动需求之间的纵向和横向差距（按行业结构和技能水平结构划分）。

内务部将集中构建劳动力市场信息系统、职业技能发展数据库，确保其现代、同步并与国家数据库衔接，强力应用数字技术、大数据和人工智能，以提高对人力资源需求和未来技能的预测质量。预测信息将被及时共享，以支持各地方、企业和教育机构主动调整培训计划和人力资源发展活动。

其中一项突破性解决方案是建立导向现代、基于大数据、人工智能及统一劳动力市场数据库和职业技能发展数据库的人力资源及未来技能预测系统。预测将集中确定企业和经济在每个行业、每个地区和每个发展阶段所需要的技能。这将是培训工作调整教学大纲、更新科学技术以及组织贴近实际要求的培训活动的重要依据。

此外，将继续落实关于职业技能发展的法律规定，导向从“职业培训”转变为“劳动全过程中的职业技能发展”。据此增强国家管理机关、企业与教育机构在建立国家职业技能标准方面的协调机制；更新教学大纲并组织在企业开展及针对劳动者的职业技能提升培训、培养；开展与招录和使用劳动力挂钩的国家职业技能评估及证书颁发工作。

企业将作为同行伙伴，提供职业技能需求、培训需求，并作为职业技能发展生态系统的中心。内务部门将通过组建各级职业技能委员会，推动国家、企业与培训机构之间的紧密衔接机制。企业是建立国家职业技能标准、预测未来技能需求、制定培训活动、在企业组织培训以及评估职业技能的同行主体。这种联动将有助于降低培训培养成本，提高人力资源质量，并缩短培训与劳动力使用之间的距离。

- 基于上述定向，问题在于如何让职业技能发展成为直接提高劳动生产率和国民经济竞争力的动力？

内务部副部长阮孟姜：苏林总书记、国家主席在2026年7月8日视察内务部门时，关于提高劳动力质量、创造可持续就业的指示，为新阶段国家发展指明了战略方向。在数字化转型、绿色转型、人工智能、人口老龄化以及全球竞争日益激烈的背景下，人力资源质量，特别是劳动者的职业技能，正成为决定劳动生产率和国家竞争力的关键因素。

国际实践表明，各国的竞争优势不再主要取决于充足的劳动力资源或低廉的劳动力成本，而是强力转向人力资源质量和对新技术的适应能力。世界经济论坛的《未来就业报告》也指出，技能差距正成为企业和经济发展的一大障碍，而对数字技能、绿色技能、创新技能和终身学习的需求正在日益增长。

对于越南而言，2025年《就业法》标志着政策制定思维的重要转变，首次形成了一个较为完整、统一且与劳动力市场紧密挂钩的职业技能发展生态系统。这是从“职业培训”思维向“职业技能发展”思维的转变，从“就业管理”向“劳动力市场职业技能治理”的转变，从“根据培训机构的能力进行培训”向“根据企业和经济的实际需求发展技能”的转变。

在此基础上，内务部将集中完善基于2025年《就业法》和《劳动法》规定的职业技能发展机制与政策；构建并发展国家职业技能体系；同步执行职业技能发展的各项内容；推进国家职业技能等级框架的实施；建立并完善国家职业技能标准；创新国家职业技能评估、认定及证书颁发工作；促进劳动者职业技能水平的培训培养及终身学习；组建各级职业技能委员会；提高国家职业技能评估组织体系能力；鼓励企业深度参与职业技能发展过程，并推动越南与其他国家之间国家职业技能证书的相互认可与互认。

劳动者职业技能的发展需要与创新、科学技术的发展以及经济的发展速度同步推进。届时，职业技能的发展将帮助劳动者获得优质、可持续的就业机会，获得更高的收入以及在劳动力市场波动面前更强的适应能力；同时为提高劳动生产率、竞争力、推动创新和国家增长模式转变奠定基础。今天对职业技能的投入，就是对未来国家竞争力的投入。

凭借劳动力成本优势、稳定的政治环境、优越的区位条件以及覆盖广泛的自由贸易协定网络，越南近年来逐渐成为美国半导体企业海外布局的重要目的地。美国亚特兰大佐治亚理工学院高级研究员、Matmerize公司创新研究主管陈尹勋博士在接受越通社驻华盛顿记者采访时表示，多重因素共同推动越南在美国半导体供应链战略中的地位不断提升。

越南凭借综合优势加速融入全球半导体产业链

陈尹勋认为，美国将越南列为《芯片与科学法》框架下国际技术安全与创新计划（ITSI）的参与国，有着多方面的考量。其中，一个重要基础是越南已经形成了一定规模的半导体和电子产业体系。

早在ITSI于2023年启动之前，越南就已持续吸引美国半导体领域企业投资。经过十多年的发展，包括英特尔、新思科技、楷登电子、美满电子科技和高通在内的多家美国领先企业已经在越南开展业务。其中，英特尔产品越南工厂已成为英特尔全球体系中规模最大的芯片组装和测试基地之一；新思科技、楷登电子、美满电子科技和高通则在越南设立工程及研发中心。这些布局说明，越南不仅具备发展半导体产业的基础，也拥有进一步向价值链高附加值环节延伸的条件。

在陈尹勋看来，美国推动ITSI与越南合作的另一重要原因，是越南能够契合美国推动半导体供应链多元化和提升供应链韧性的目标。新冠肺炎疫情以及持续的地缘政治紧张局势，使供应链过度集中于少数国家所带来的风险更加突出。美国并不是要将所有半导体生产活动重新集中到本土，而是希望建立由可靠伙伴组成的供应链网络。在这一过程中，越南在芯片封装、测试、组装以及设计等领域具有较好的发展潜力。

与此同时，越南自身的投资环境也增强了其吸引力。具有竞争力的劳动力成本、稳定的政治环境、优越的地理位置和广泛的自由贸易协定网络，为外国企业开展生产和投资提供了有利条件。三星、富士康、LG等跨国集团在越南形成的电子制造生态，也为半导体产业进一步发展提供了产业基础。美国通过ITSI向越南提供支持，有助于进一步推动企业供应链向越南转移。

人力资源同样是越南发展半导体产业的重要优势。越南每年培养数以万计的电子、信息技术和工程领域人才，在数学基础、软件能力、年轻劳动力结构以及成本竞争力等方面具有一定优势。基于这些条件，ITSI对越南的支持包括培养工程师、制定相关课程、发展实验室以及加强大学与企业之间的合作，从而为半导体产业长期发展提供人才和技术支撑。

除经济和产业因素外，地缘政治因素同样发挥着重要作用。越南处于重要战略位置，并奉行独立、平衡的对外政策。2023年越美关系提升为全面战略伙伴关系，进一步体现了越南在美国地区战略中的重要地位，而半导体合作正是双方重点合作领域之一。

越南政府对半导体产业的持续投入和明确规划，也是美国选择越南开展ITSI合作的重要原因。近年来，越南已将半导体确定为战略技术领域，并提出培养数万名工程师、建设芯片设计中心、吸引外资以及发展本土半导体企业等目标。这些政策和产业规划，使越南在政治决心、投资环境和技术能力等方面符合ITSI的相关要求，也为美国支持项目取得长期成效创造了条件。

陈尹勋指出，能够同时具备产业基础、人才优势、投资环境、地缘战略价值以及政策支持等多方面条件的国家并不多，因此越南已成为美国ITSI计划中的重要战略伙伴之一。

从美国角度看，与越南开展半导体合作有助于推动供应链多元化，降低地缘政治风险，并进一步构建可信赖的技术伙伴网络。对越南而言，参与ITSI则为其获得资源、知识、先进技术以及全球企业网络提供了重要机遇，并有助于其逐步提升在全球半导体价值链中的地位。

A Quang Nam Engineer’s Journey of Perseverance and Aspiration to Build His Hometown

Born in 1988 in what was formerly Quang Nam Province, Do Cao Thuc left his hometown after high school to attend university in Ho Chi Minh City. After graduation, he decided to stay in the city to work, gain experience and pursue his passion for construction.

Today, he is a civil engineer and project manager at a major oil refinery project in Quang Ngai. His company is headquartered in Vung Tau, meaning his work and daily life are closely tied to frequent travel and construction projects across different localities.

Thanks to the daily energy boost from Number 1, Mr. Do Cao Thuc was lucky enough to become the second customer to win the Special Prize—worth 100 million VND—in this summer’s “Scratch & Win Instantly” promotion.

Vietnam, Australia look to build new growth drivers, expand economic ties

Vietnam and Australia are aiming to create new growth drivers and deepen economic ties, expanding past traditional trade, as highlighted during a meeting between Party General Secretary and State President To Lam and Australia’s Special Envoy for Southeast Asia Nicholas Moore in Sydney on August 10 (local time).

At the reception, Special Envoy Nicholas Moore said that the visit by Party General Secretary and State President To Lam and the high-level Vietnamese delegation is highly significant and marks an important milestone in the history of diplomatic relations established over the past 50 years.

He discussed opportunities to enhance cooperation with Vietnam, including the implementation of Australia’s Southeast Asia Economic Strategy to 2040, orientations for expanding trade, promoting bilateral investment, connecting businesses and investors with Vietnam’s priority sectors, and developing practical cooperation models.

Emphasizing that bilateral trade cooperation has achieved positive results, Moore called for aiming toward higher trade value. He noted that recent signing agreements in aviation and other fields will further boost trade connectivity, adding that he has submitted a report to the Australian Government on bilateral trade scale alongside proposed solutions to boost two-way trade and investment.

According to the Special Envoy, both Vietnam and Australia can serve as destinations for tech startups. Many investors are keen to enter Vietnam thanks to its clear message, development aspirations, and dynamic market. Furthermore, the large Vietnamese community and student population in Australia present a major opportunity to promote innovative entrepreneurship and contribute to the growth of the two countries.

For his part, Party General Secretary and State President To Lam expressed his wish for Vietnam to remain a key focus partner for Australia as it implements its Southeast Asia Economic Strategy to 2040.

He hailed Moore’s contributions to formulating the strategy and connecting the Australian Government with the business and investor community.

To Lam affirmed that Vietnam regards Australia as a top-priority partner in the Indo-Pacific. Seizing new opportunities, the Comprehensive Strategic Partnership must be further strengthened in a practical and effective manner, while expanding trade and investment, and more importantly, jointly generating new growth drivers, cited VOV.

He shared that Vietnam is striving to become a high-income nation by 2045, driven by science-technology, innovation, digital transformation, green transition, and private sector development, and expressed his hope that Australia will continue to be an important partner in this journey.

With its stable investment environment, young workforce, strategic position in supply chains, and expanding market scale, Vietnam possesses favorable conditions to become a priority destination for Australian businesses and investors.

The country prioritizes attracting projects with advanced technology, modern management, high added value, technology transfer capabilities, workforce training, and strong linkages with domestic enterprises.

The top Vietnamese leader suggested shifting bilateral cooperation toward long-term programs in innovation, science-technology, human resource development, green finance, high-quality infrastructure, strategic supply chains, education, and research.

Stressing the high level of complementarity between the two countries in resources, development levels, and regional vision, he urged both sides to turn cooperation efforts into concrete economic projects, thereby solidifying the Comprehensive Strategic Partnership, improving people's lives, and boosting the development of both countries.

Vietnam-Thailand ties: 50 years of friendship, growing cooperation

The Thai Embassy in Vietnam teamed up with the Vietnam-Thailand Friendship Association (VTFA) and Nghe An provincial authorities on August 10 to host a ceremony marking the 50th anniversary of the two countries' diplomatic relations.

Chairman of the Nghe An provincial People's Committee Vo Trong Hai said cooperation between the province and Thailand has delivered concrete results since the two countries elevated ties to a Comprehensive Strategic Partnership in 2025, with two-way trade now standing at roughly 100 million USD.

Thai businesses are operating nine foreign direct investment (FDI) projects in Nghe An, with a total registered capital topping 241 million USD. The projects target industrial park infrastructure, supporting industries, food processing, electronic component manufacturing, and other high-value-added sectors.

Cultural, educational, tourism, and people-to-people exchanges are increasingly vibrant. About 5,000 Nghe An natives live in Thailand, maintaining close ties with their homeland and contributing to its development.

Nghe An has committed to keeping a transparent business environment and expanding cooperation with Thailand in areas like industry, high-tech agriculture, energy, logistics, trade, tourism, and science and technology, helping to strengthen the friendship between the two sides, he said.

VTFA Chairman Sen. Lieut. Gen. Nguyen Van Thanh said Vietnam and Thailand have made strides across multiple fields over the past five decades. The two sides have sustained high-level exchanges, fostered political trust, and coordinated effectively at global and regional mechanisms. Thailand remains one of Vietnam’s top trade and investment partners in ASEAN, and cooperation among localities, businesses, schools, social organizations and communities has expanded markedly.

Amid the fourth industrial revolution, the two sides should widen links among provinces, enterprises, scientists, universities, and social organizations while driving cooperation in sci-tech, digital transformation, green economy, innovation, and sustainable development, Thanh said.

The immediate goal, he added, is to deepen the Comprehensive Strategic Partnership, strengthen people-to-people connectivity, economic collaboration, and sustainable development, thus making real contributions to a united, resilient, and prosperous ASEAN Community as well as to peace and stability in the region and the world.

Thai Ambassador to Vietnam Urawadee Sriphiromya declared that after 50 years, the Thailand-Vietnam relationship has bloomed. The year 2026 has already delivered a series of major diplomatic activities, including high-level visits, injecting new momentum into bilateral ties.

Those ties have been cultivated not only at the government level but also through people-to-people exchanges, the Thai-Vietnamese community, cultural cooperation, and business activities, she said.

The association will expand connectivity and advance ties, reinforcing local economic links and opening more opportunities for small and medium-sized and community-based enterprises to connect, expand market access, and grow together.

The VFTA will also push digital transformation and artificial intelligence, treating technology as a critical tool to boost the capacity of people, enterprises, and grassroots economies and help both countries adapt to rapid changes in the global economy, she added.

President of the Thailand-Vietnam Friendship Association Sanan Angubolkul said the “Growing Together” motto aims to lift the relationship from a trade partnership to deep, broad cooperation and people-centered sustainable development, contributing to peace, security and prosperity in the Mekong subregion, ASEAN and beyond.

During the ceremony, the VTFA and the Vietnamese embassy jointly released a book chronicling 50 years of Vietnam-Thailand cooperation for shared development.

Hai also presented certificates of merit to one organization and two individuals for their outstanding contributions to people-to-people diplomacy.

Da Nang nurtures Vietnam-Thailand friendship over five decades

The same day, the Da Nang Union of Friendship Organizations and the municipal Department of Culture, Sports and Tourism, in coordination with relevant agencies and the Thai Consulate General in Ho Chi Minh City, celebrated the occasion.

Vice Chairwoman of the municipal People’s Committee Nguyen Thi Anh Thi said the elevation of bilateral ties to a Comprehensive Strategic Partnership in 2025 has laid a solid foundation for stronger cooperation across politics, economy, trade, investment, and people-to-people exchanges.

For Da Nang, Thailand has always been one of its important regional partners. The city hopes that the anniversary activities will unlock new cooperation among localities, strengthen solidarity and friendship, and deliver practical benefits to their people, she said.

Moodhitaporn expressed thanks to the authorities and people of Da Nang for consistently facilitating cultural exchanges and economic cooperation between the two sides.

The anniversary provides an opportunity for the two countries to review achievements over the past five decades while looking ahead to the next 50 years with new expectations. The Vietnam-Thailand partnership in the coming time will continue to be nurtured not only by the two governments but also by localities, businesses, universities, and ordinary citizens, she said.

Delegates enjoyed a music show that put the distinctive flavours of Vietnamese and Thai culture center stage. The lineup featured performances that highlighted Thailand’s rich cultural heritage, alongside traditional Vietnamese and Da Nang arts, including the Khon masked dance drama “Hanuman captures Benyakai,” the graceful Apsara dance, and the soulful Bai Choi folk art. They were brought to life by Thai artists and performers from Da Nang’s Trung Vuong Theater.

Da Nang now maintains formal friendship and cooperation ties with Thailand’s Khon Kaen and Ubon Ratchathani provinces.

As of late July 2026, Thailand had 16 investment projects in Da Nang with a total registered capital exceeding 112 million USD. In 2025, Da Nang’s exports to Thailand neared $129 million USD.

In the first half of this year, Da Nang welcomed roughly 204,000 Thai visitors, or 3.92% of the city’s total foreign arrivals.

Joint work in education, training, and people-to-people exchanges between Da Nang and Thailand has become increasingly active and effective, contributing to a stronger traditional friendship between their people.

More Vietnamese officers appointed to UN peacekeeping missions in South Sudan, Abyei

The Ministry of National Defense (MND) on August 10 held a ceremony to hand over the President’s decisions appointing two officers of the Vietnam People’s Army (VPA) to serve in United Nations peacekeeping missions in South Sudan and Abyei.

The two officers are Captain Nguyen Ngoc Anh, a logistics assistant at the Logistics and Technical Division of the Vietnam Department of Peacekeeping Operations (VDPO), who will serve as a logistics staff officer at the UN Interim Security Force for Abyei (UNISFA), and Captain Nguyen Van Nam from the Chemical Warfare Officers Training School under the Chemistry Corps, who will serve as a military observer at the UN Mission in South Sudan (UNMISS).

Addressing the ceremony, Deputy Chief of the General Staff of the VPA Senior Lieutenant General Phung Si Tan hailed the achievements of Vietnamese military personnel in UN peacekeeping over the past more than 12 years.

He highlighted their efforts to overcome difficulties and successfully fulfill assigned tasks, contributing to enhancing the image and reputation of Vietnam, the VPA and Vietnamese peacekeeping forces in the international arena, VNA reported.

Congratulating the two officers, Tan, who is also deputy head of the MND's steering committee for participation in the UN peacekeeping operations, showed his belief that they will uphold the traditions of the VPA and Vietnamese peacekeeping forces and successfully fulfill their missions. He also commended the VDPO and relevant agencies and units for their thorough preparations.

According to VDPO Deputy Director Colonel Pham Tan Phong, the two officers were selected based on their political and moral qualities, professional competence, military expertise, foreign-language proficiency, health, and ability to work in an international environment.

They have completed pre-deployment training and professional UN peacekeeping courses at home and abroad, covering peacekeeping operations, military expertise, work in multinational environments, security and safety, and handling situations in mission areas.

Anh previously served as an administrative officer with Vietnam’s Level-2 Field Hospital Rotation 4 at UNMISS from 2022-2023, while Nam has received specialised training relevant to his upcoming role as a military observer.

Da Nang enhances trade links and investment ties with Thailand

An international workshop titled “Da Nang - A Bridge for Tourism, Trade, and Investment Cooperation and Development between Vietnam and Thailand” took place in the central city of Da Nang, opening up further opportunities for business connectivity and boosting ties between Da Nang, the Central and Central Highlands regions of Vietnam, and Thailand.

The workshop comprised four sessions with 10 presentations from managers, experts, and businesses of both countries, with a focus on tapping the Vietnam-Thailand tourism market, air connectivity, transport infrastructure, trade, and investment.

For Da Nang, Thailand is identified as one of its top foreign partners in the ASEAN region. Cooperation between the city and Thai partners has expanded across a variety of fields, including trade, investment, tourism, education and training, and people-to-people exchanges, with many Thai enterprises choosing Da Nang as a long-term investment destination, reported VOV.

At the workshop, delegates exchanged ideas and contributed initiatives aimed at forming new cooperative programs and connectivity projects, particularly in tourism, trade, investment, logistics, and people-to-people exchanges.

Nguyen Thi Anh Thi, Vice Chairwoman of the Da Nang People's Committee, emphasized that over the past 50 years, Vietnam - Thailand relations have developed into one of the most dynamic and effective partnerships within ASEAN. The elevation of bilateral ties to a Comprehensive Strategic Partnership in 2025 opens a new chapter of cooperation.

She stated that Da Nang is focusing on establishing an International Financial Center and a Free Trade Zone. These serve as new platforms and development spaces to attract major Thai corporations in areas such as retail trade, high-tech manufacturing, smart logistics, the digital economy, clean energy, and high-end tourism services.

The city leader suggested that the municipal Union of Friendship Organizations continue leveraging its role as a bridge for people-to-people diplomacy, actively and effectively connecting with strategic partners, investors, business associations, and highly experienced experts from both countries.

Vietnam needs to create global trade gateways via ocean economy

The world has determined that the 21st century will witness a very strong shift of development drivers to the ocean.

In the second part of the interview, Economist Tran Dinh Thien said that to move beyond nearshore mindsets, Vietnam needs to leverage its premier geoeconomic location, build high-quality global gateways, and transition toward a technology-driven, sustainable blue ocean economy for future generations, VNN reported.

If we continue to view the sea only as a place to exploit resources, we will narrow our own opportunities, he said. But if we view the sea as a new development space, we will see there not only resources but also logistics, international transportation, renewable energy, marine technology, ocean data, marine skies, finance, services, and innovation, he added.

The world has determined that the 21st century will witness a very strong shift of development drivers to the ocean, and whichever nation builds an ocean mindset early will have a long-term competitive advantage. Vietnam cannot stand outside that trend.

Vietnam has more than 3,260 km of coastline and lies on important international maritime routes. Where does Vietnam's greatest advantage truly lie: marine resources or geoeconomic location?

In my opinion, Vietnam's greatest advantage does not lie in resources, but in its geo-economic location.

Vietnam opens up to the Pacific Ocean and sits at the gateway connecting the Pacific and Indian Oceans, on the world's busiest maritime routes, and at the center of the most dynamically developing region globally. That is an advantage not many nations possess.

We often say Vietnam owns a very beautiful “frontage.” But having a beautiful frontage does not mean one will automatically be rich. The deciding factor is what we do with that frontage.

If we only build a few more industrial parks or a few local ports, we have only exploited a small part of the geographical value. What we need to aim for is building “Global Gates” with logistics, finance, and maritime service centers, free trade zones, and marine cities directly connected to the global economic network, turning Vietnam's marine “frontage” into a high-class development convergence coordinate for the whole world.

That is the way to transform geographical advantages, which are essentially still just “comparative advantages,” into true competitive advantages and development advantages.

The 21st century will no longer be a competition between nations with abundant resources, but between nations that know how to organize global flows of goods, capital, technology, data, and cultures. The sea is the place where those flows converge.

Therefore, in my opinion, the big question is not how much sea Vietnam has or what position it holds in the East Sea, but rather what role Vietnam will play in the ocean. When we can answer that question, we will not limit ourselves to a “nearshore fishing” mindset, but will determine our position in the world economy for many decades to come.

Resolution 36 prioritizes the development of marine tourism and services, the maritime economy, offshore renewable energy, and new marine economic sectors, instead of just focusing on resource exploitation. In your opinion, what does this change reflect?

In my opinion, this is a very fundamental transformation in the development model, from a development method relying on physical resource exploitation to creating an economy based on services, high technology, and creative intelligence.

For many decades, we mainly exploited what the sea had readily available. If there was oil, we extracted oil; if there was fish, we caught fish; if there was a beautiful beach, we did tourism. That is a development model relying on natural resources.

But resources always have limits. The deciding factor for the strength of a modern economy is no longer how many resources it can extract from nature, but how much value it can generate from knowledge, technology, and organizational capability.

That is also the spirit of Resolution 36.

What needs to be exploited is no longer just oil and gas or fisheries, but the entire marine economic space, inside the sea, under the seabed, on the sea surface, including the marine sky, and in the economic activities taking place in connection with the sea.

An international transshipment port can create much more long-term value than a mine that will eventually run dry. A logistics center, a free trade zone, an offshore energy industrial cluster, or an ocean research center are all assets capable of generating profits for many generations.

The world today no longer talks much about “marine economy” in the sense of exploiting the sea. People talk much more about “ocean economy” or “blue economy,” meaning an ocean economy based on technology, innovation, green economy, and sustainable development.
